US advisers hold talks with Putin on revised Ukraine peace plan
The meeting marked Kushner’s first direct engagement with Putin and followed two weeks of intense diplomatic activity, which included two negotiation rounds between US and Ukrainian teams.
Two sources reported that Witkoff and Kushner are expected to brief Ukrainian President Volodymyr Zelenskyy in Europe on Wednesday regarding the Kremlin talks.
The original US proposal consisted of 28 points, but recent consultations with Kyiv narrowed the plan to 19 points, emphasizing the establishment of a de facto border as part of a potential ceasefire.
While Putin has indicated that Trump’s proposal could serve as a starting point for negotiations, he has also expressed reluctance to depart from Russia’s longstanding demands, including control over the entire Donbas region. The US has reportedly urged Ukraine to make concessions in Donbas to advance the peace process, a move described as politically sensitive for Kyiv.
Over the weekend in Florida, Zelenskyy’s national security adviser Rustem Umerov met with Witkoff, Kushner, and US Secretary of State Marco Rubio to update Washington on battlefield conditions. Zelenskyy later noted that the 19-point proposal had been “further revised” following those discussions.
Witkoff also held additional sessions with Umerov on Sunday evening and Monday morning before departing for Moscow, according to reports.
