Russia approves draft deal with SA to waive visas for mutual visits

(MENAFN) Russia has approved a draft agreement with Saudi Arabia to eliminate visa requirements for citizens of both countries for visits of up to 90 days per year, according to reports.

The document, published on Russia’s official legal portal, states that the pact would become effective 60 days after both nations sign and ratify it. Under the agreement, Russians and Saudis could enter each other’s countries and stay for a combined total of three months per calendar year. Travel for employment, study, or permanent residence would still require separate permits, and the visa waiver would not apply to Russian citizens visiting Saudi Arabia for the Hajj pilgrimage.

Officials in the Russian travel industry anticipate that the measure will stimulate tourism and strengthen cultural and business ties between the two nations. Intourist press service head Darya Domostroyeva said the move is expected to boost tourist flows and support growing business and cultural contacts.

Mikhail Abasov, CEO of VCP Travel, noted that visits by Saudi citizens to Russia have risen sharply, with nearly 10,000 Saudis traveling to Russia in the first quarter of 2025—a 66% increase compared to the previous year. This growth has positioned Saudi Arabia among the top three countries contributing to tourism in Russia, after China and Türkiye.

Direct flight options have also increased: Saudi low-cost carrier Flynas launched regular Riyadh-Moscow flights on August 1, and the national airline Saudia began nonstop service on October 10.
